In the first half of 2025, new projects entering the park for construction and new development requirements are higher. Looking back from the mid-year point, we have achieved a “stable start” and accumulated “momentum for the final push.” Facing heavier tasks, tighter timelines, and an ever-increasing array of development challenges, how can we accelerate high-quality development and sprint toward the second half of the final year of the 14th Five-Year Plan? On July 26, Huabao Industrial Park convened a mid-year work conference for 2025 to summarize the work accomplished in the first half of the year, deploy plans for the second half, systematically address development issues, and hold a “mid-term mobilization” event to clarify responsibilities, boost morale, and chart the course forward.
At the meeting, leaders from various departments of the park reviewed and summarized the completion of key tasks in the first half of the year, clarified the key directions and goals for the second half of the year, focused on prominent contradictions and shortcomings in development, conducted in-depth analysis, and formulated precise measures.
At the meeting, Cai Zhengyang, Executive General Manager of Huabao Industrial Park, reviewed the implementation of work plans for the first half of 2025 and set higher standards and clear requirements for the next phase of work across all departments. He noted that the overall investment promotion landscape is positive with promising potential, emphasizing the need to maintain patience, continue follow-up efforts, improve investment promotion methods, expand channels, and enhance service quality for companies entering the park; In terms of engineering, efforts should be accelerated to resolve outstanding construction issues and strictly adhere to project timelines; in logistics and warehousing, efforts should be made to enhance team stability, leverage the smart park system to reduce human intervention; in administrative and human resources, attention should be given to issues concerning employee welfare, lead the formulation of a park department restructuring plan, and clarify the boundaries of departmental responsibilities; in external relations, coordination should be strengthened between Chinese and Indonesian employees within the park, external relationships should be managed, and key document processing matters should be handled, while enhancing village-enterprise collaboration; In terms of business procurement, we must coordinate supplier relationships, standardize procurement processes for materials and waste management, ensuring stable supply, compliant procedures, and efficient management; In terms of safety and environmental protection, we must establish comprehensive emergency response plans, enhance the ability to respond to and handle sudden incidents, and ensure risks are under control; In terms of finance, we must manage fund settlements, optimize idle assets, and strengthen tax services and support for companies within the park.
At the meeting, Wang Yuan, Senior Vice President of Zhen Shi Holding Group, delivered a concluding speech. Regarding the work situation in the first half of 2025, he pointed out that Huabao Industrial Park had effectively implemented multiple task indicators, with steady and positive development momentum, and outstanding contributions from all departments. He emphasized that while development is ongoing, various issues continue to arise and require urgent resolution, which must be addressed in an orderly manner. He stressed that the current external environment is complex and ever-changing, and regional competition is intensifying. It is essential to focus on project recruitment, take the initiative, and attract “fresh talent.” Regarding the second half of the year, he emphasized the need to prioritize safety, strengthen external relations, enhance the park's image, expand recruitment efforts, improve services, ensure growth, implement measures, seek innovation, and strengthen management to comprehensively advance all tasks and achieve tangible results. Regarding the second-half work plan, he noted the need to diligently complete settlement procedures for projects entering the park; ensure that infrastructure projects such as the airport and employee apartments are implemented at the fastest possible pace; expedite the processing of important documents; enhance investment promotion and services for park-based enterprises; improve the informatization management level of the smart park and address digital shortcomings; enhance the park's image and ecological landscape; address human resources management challenges and establish a more scientific and reasonable compensation incentive mechanism; continuously enrich employee lives and plan and construct multifunctional employee living areas; strictly adhere to procurement regulations to ensure compliance with procedures; and strengthen external publicity and diversify measures and methods.
The more complex the situation, the more we must remain steadfast, seeking certainty amid uncertainty and forging new paths amid change. All Huabao employees must approach the 14th Five-Year Plan with even greater confidence and proactive action, laying the groundwork for the 15th Five-Year Plan, and delivering an outstanding performance to the Group!
